We observe Daylight Savings. How do I change the timestamp forward or back?

There is no longer a need to. If you go into Administration > Change Time Zone, you will see a drop-down box where you pick an actual time zone. Once this change has been made, the number of hours from UAT will adjust automatically for when a particular time zone moves in or out of daylight savings.
