Why is there no option to delete some licenses?

Normally, if a license has been added in error there is a check box at the top of the form where you can flag it to delete.

This Flag to Delete check box will only appear for a license if there is NO reclaim linked to it.
If a license was issued during a reclaim process, the only way to remove it is to undo the reclaim and remove the license as part of that process.
